Mauritius is a Republic situated off the Southeast Coast of Africa in the Indian Ocean.  The island of Mauritius covers approximately 2000 square kilometres of land and sits comfortably in its maritime zone of 2.6 million square kilometres.

The country has made significant progress and development since its independence and is currently classified as an upper middle-income economy, with a Gross National Income of US$ 10,760 per capita and an annual growth rate of 8.7 % in 2022. It is worth noting also that Mauritius has moved from a Medium Human Development country with a Human Development Index of 0.6 in 1990 to attain the Very High Human Development level in 2019, with an Index of above 0.8.

Mauritius is a member of various international and regional organisations, namely the World Bank, United Nations, Commonwealth, Southern Africa Development Community (SADC), Common Market for Eastern and Southern Africa (COMESA), and Indian Ocean Commission (IOC), to name a few. It is a longstanding development partner of the European Union and has also concluded comprehensive economic agreements with countries like India, Pakistan and China and an agreement for duty free treatment for its exports under the African Continental Free Trade Area.

Mauritius is a reputed economic player in the Indian Ocean, posing as a financial and trade hub and conduit for other economic partners. Mauritius is among the most competitive and successful economies in Africa and one of the most open to foreign investment and business. The Government of Mauritius has brought innovative reform programmes for enhancing further the capacity of the economy to adjust to a globalised environment and establishing Mauritius as a thriving trade and business hub.

Since independence, Mauritius has moved from an agriculture-based economy to a more diversified economy, with emphasis on the Manufacturing, Tourism and Financial services sectors, amongst others. The Tourism and Leisure Industry is one of the vital sectors, with coastal tourism playing an important part in attracting external visitors. In 2022, the tourism sector contributed around 7.0 percent to the Gross Domestic Product.  997,290 tourists visited Mauritius in 2022, compared to 1,383,488 tourist arrivals in 2019, which represents a strong recovery rate of approximately 72 % after the fissures caused by the negative impacts of the COVID-19 pandemic.

However, with climate change, coastal tourism is under threat, hence the need to develop inbound tourism as a new product. As one of its products, Government has set up the Côte d’Or International Racecourse and Entertainment Complex Ltd (COIREC) to spearhead the Côte d’Or project.

About COIREC

The Côte d'Or International Racecourse and Entertainment Complex Ltd (COIREC) was incorporated on 29 April 2022 as a private company to spearhead the development of a Leisure and Entertainment Complex at Côte d'Or which will also include a new racecourse of international standards.

The shareholder of the company is the Government of Mauritius. The strategic partners of COIREC are the State Investment Corporation Ltd and Landscope Mauritius Ltd.

The objective of the company is to create an innovative Leisure and Entertainment Complex which will include an international racecourse that features a full season of exceptional horse racing, anchors a contemporary real estate development and provides high end leisure and entertainment activities and other related amenities. The development will include various types of modern housing options such as villas, townhouses, apartments and green spaces.

COIREC has since June 2022 also been vested with the control and maintenance of the Champ de Mars Racecourse, situated in the City of Port Louis in Mauritius.

The racecourse at Champ de Mars dates back to more than 210 years and the infrastructure and amenities require major investment in terms of upgrading and hence the need for a new modern racecourse at Côte d’Or. This new racecourse would bring substantial opportunities and benefits, in terms of:
